Joint
Solution Procurement (JSP)
‘Delivering
Leading Edge Services for Complex Procurements’
The use
of traditional procurement processes, such as the Request
for Proposal (RFP), is suitable for a vast majority of service
procurement needs. However, for procurements of large-scale,
long term services contracts or where some form of transformation
to the business is taking place, a more collaborative process
may be the preferred approach.
To meet our client’s objectives, SATP worked with government’s
Alternative Services Delivery Secretariat to re-define, update
and implement government’s existing Joint Solution
Procurement (JSP) process. This proprietary process
allows the sharing of ideas between potential vendors and
hosting ministry through iterative and joint development of
the overall solution. The goal is to arrive at a jointly developed
solution that reflects a ‘win-win’ result for
the partners involved. The JSP process is now the basis for
most Alternative Service Delivery (ASD) projects underway
throughout government.
The JSP
process:
- Is
used to solve complex business problems where there is not
a clear “off the shelf” solution;
- Levers
the combined capability and creativity of Government and
the private sector to create a solution that optimizes total
value;
- Shares
risks and rewards of the solution between the service provider
and the Government;
- Is
based on developing long-term relationships with service
providers that allows for flexibility and evolution over
time; and,
- Provides
a fair, competitive and open procurement process.
